Description

Characters function doe not work when XML_1_1 is net and no escaping should be done;

sample code:

 Writer.Start_Element (NS_URI, Local_Name,  Qualified_Name, Attrs,   OK);
 Writer.Characters (To_Universal_String ("alert;"), OK);
 Writer.End_Element (NS_URI, Local_Name, Qualified_Name, OK);

Output:

<?xml version="1.1"?><A></A>

Should be:

<?xml version="1.1"?><A>alert;</A>
